The Ministry of MOHIA Launches for the Fifth Time a Series of Courses on the Translation and Exegesis of the Holy Qur’an during the Months of Sha‘ban al-Mu‘azzam and Ramadan al-Mubarak in (411) Major Military Centers Across the Country

The Ministry of MOHIAhas, for the fifth time, launched nationwide a series of courses on the translation and exegesis of the Holy Qur’an during the months of Sha‘ban al-Mu‘azzam and Ramadan al-Mubarak in (411) major military centers. This initiative commenced at a special session attended by His Excellency Sheikh al-Hadith, Dr. Mawlawi Noor Mohammad Saqib, Minister of MOHIA; the Deputy Ministers; prominent scholars of the country; sheikhs; muftis; representatives of the Ministries of National Defense and Interior Affairs; the General Directorate of Intelligence; as well as central directors of the Ministry.

These courses are organized annually during the months of Sha‘ban al-Mu‘azzam and Ramadan al-Mubarak at the initiative and request of the Ministry of MOHIAand with the approval of the esteemed Leadership of the Islamic Emirate. In these courses, hundreds of eminent scholars and venerable sheikhs from across the country, in hundreds of major military centers, provide translation and exegesis of the Holy Qur’an to thousands of Mujahideen. Likewise, for the general public, the programs are broadcast and aired via National Radio and Television in both national languages (Pashto and Dari).

Following the victory of the Islamic Emirate, the Ministry of MOHIA has organized these courses to enhance religious knowledge and to bring about doctrinal and moral reform among the Mujahideen and the people of the country: in the year 1443 AH in (115) centers; in 1444 AH in (212) centers; in 1445 AH in (260) centers; and in 1446 AH in (334) major military centers. These programs were also broadcast nationwide via National Radio and Television in Pashto and Dari.

In his address to the participants, the Honorable Minister of MOHIA delivered scholarly remarks on the importance of the translation and exegesis of the Holy Qur’an and stated that, starting tomorrow, the translation and exegesis of the Holy Qur’an will commence in all (34) provinces of the country by prominent scholars and eminent sheikhs, and will continue until the twenty-fifth (25th) day of the blessed month of Ramadan.

Referring to the number of translations centers this year; he added that the Ministry endeavors to further expand and develop these blessed courses in the center and all provinces of the country. Praise be to Allah, in the current year (1447 AH), the number of these centers has reached (411), of which (364) centers are located in the provinces and the remaining (47) centers are situated in Kabul and its surrounding areas. He stated that the Ministry intends to further expand this process in the coming years so that all the people of the country may fully benefit from the teachings and blessings of the Holy Qur’an.

The Honorable Minister also emphasized the importance and status of the courses on the translation and exegesis of the Holy Qur’an within the Islamic Emirate, stating that with the establishment of the Islamic Emirate, the Ministry of MOHI Ahas devoted special attention to serving the Holy Qur’an, because the Holy Qur’an is the foundation of the true religion of Islam and the Islamic system, the primary source of Sharia, and the fountainhead of all rulings. Therefore, comprehensive attention must be given to serving the Holy Qur’an.

He further added that these courses constitute a very great and significant initiative that Allah Almighty has bestowed upon us, because during these courses the guidance, concepts, meanings, secrets, subtleties, and messages of the Holy Qur’an are explained to the people.

Continuing his remarks, His Excellency Saqib Sahib, in addition to emphasizing the learning and teaching of the Holy Qur’an, encouraged and urged fellow citizens to implement and put into practice the rulings and guidance of the Holy Qur’an in all aspects of life.

During his speech, the Honorable Saqib Sahib also provided important and necessary guidance and recommendations to the sheikhs and scholars regarding better organization and management of these courses, stating:

  1. In the courses on the translation and exegesis of the Holy Qur’an, all students, Mujahideen, and the general public should be strongly advised and instructed regarding sincerity of intention, religiosity, and trustworthiness.
  2. Mujahideen should be emphasized to treat the oppressed people of the country with gentleness, good character, and proper conduct, and serious measures should be taken to prevent arrogance, pride, and other actions that cause public dissatisfaction.
  3. The truthfulness and superiority of the Hanafi school of jurisprudence should be clearly explained to the Mujahideen and the people in an effective manner, supported by convincing evidence.
  4. False and deviant ideas should be refuted in the light of Sharia evidence, with sufficient and necessary explanations provided.
  5. Mujahideen should be restrained from superstitions, self-invented ideas and notions, and practices that lead to defaming Islam and the religion.
  6. Mujahideen and the general public should be made aware to refrain from spreading and promoting statements that cause division, doubt, and suspicion within society.
  7. From the perspective of Islamic Sharia, clear and precise clarification should be provided regarding lawful and unlawful relations with disbelievers, such as loyalty (muwalat), prudence (mudārāt), benevolence (muwāsāt), and transactions.
  8. Mujahideen and the people should be made aware so that they are not deceived by the propaganda of the enemies, as the enemy has now resorted to propaganda warfare and has no other capability; we must also successfully overcome this war and render the enemy humiliated and unsuccessful.
  9. In order to ensure order and proper management of the process of Qur’anic translation and exegesis, the Ministry of MOHIA will conduct continuous monitoring and evaluation across the country, and provincial directors of the Ministry are also obligated to regularly and periodically visit the translation centers and share their information with the Ministry.
  10. Likewise, for the general public, the translation and exegesis of the Holy Qur’an will be broadcast live by two prominent sheikhs through National Radio and Television in both national languages (Pashto and Dari), and this translation will be completed within the specified period.

During this meeting, the Honorable Mawlawi Makhdum Abdul Haq, Deputy Minister of Interior Affairs; the Honorable Mawlawi Syed Agha Abu Maqbool Akif, representative of the Ministry of National Defense; the Honorable Mufti Mahmood al-Hasan, representative of the General Directorate of Intelligence; and, on behalf of the invited sheikhs, the Honorable Sheikh Talib Jan Adib and the Honorable Sheikh Mufti Mohammad Tahir each delivered detailed speeches. They expressed appreciation for this important initiative of the Islamic Emirate of Afghanistan, particularly the Ministry of MOHIA, and described it as a great service to the people and the Mujahideen.
